The Government has launched a consultation on changes to benefit active travel by introducing the notion of a hierarchy of road users into the Highway Code, ensuring that those who can do the greatest harm 'have the greatest responsibility to reduce the danger or threat they may pose to others'.

Key proposed changes include:

  • drivers and cyclists will have to give way to pedestrians waiting to cross a side road or junction
  • introducing clarifying existing rules on pedestrian priority on pavements and that drivers and riders should give way to pedestrians crossing or waiting to cross the road
  • establishing guidance on safe passing distances and speeds when overtaking cyclists or horse riders, and ensuring that they have priority at junctions when travelling straight ahead

This webinar brings together the Highway Code working group to explore the issues and identify additional suggestions.

Chairs:

Ruth Cadbury MP and Selaine Saxby MP

Speakers:

Phil Jones, Chairman, PJA
Roger Geffen, Policy Director, Cycling UK
Joe Irvin OBE, former CEO, Living Streets
Steve Gooding, Director, RAC Foundation

This webinar is a collaboration between the APPGCW, Landor Links and Phil Jones Associates.
